OEI application depends on two distinct roles: Researcher and Practitioner. The Institute’s practitioner development pathways train and qualify people for those role responsibilities in different ways.
Training develops role-specific competence. Assessment determines whether the candidate meets that role’s standard. Passing earns certification and authorization for the applicable pathway. Certification records competence, while authorization defines the scope and capacity in which the practitioner may practice. Payment alone does not guarantee a passing result.
01 · Learning the method
Researcher and Practitioner training use separate competency models. The Researcher model has six competencies across Field Research, Evidence Quality, and Research Record & Transition. The Practitioner model has twelve competencies across five domains.
The Researcher is trained to conduct assigned research, capture and validate evidence, preserve uncertainty, and maintain an analysis-ready Admin Panel record. Researcher training and certification qualify the person for the Researcher role only. They do not grant Practitioner certification or authority to complete the OEI process independently.
Practitioner training develops the ability to evaluate evidence sufficiency, analyze operating conditions, make metric and diagnostic judgments, and deliver defensible findings and recommendations. The same Practitioner competency standard applies across pathways that include the Practitioner role.

Pathways differ in which role or roles are trained and what authorization follows. A Practitioner credential does not automatically qualify someone as a Researcher, and Researcher certification is not Practitioner certification.
Practitioners apply OEI across its five diagnostic pillars: Founder Dependency, Knowledge Logistics, Workflow Velocity, Tool Discipline, and Handoff Integrity.
The methodology brings evidence from people, records, workflows, and operational samples together to build a grounded picture of how work functions. Candidates learn to:
Define the operating question, relevant context, evidence needs, and boundaries of an investigation.
Use structured interviews, operational records, workflow traces, and samples while distinguishing observations from estimates, perceptions, and practitioner inference.
Trace how work moves through decisions, information, tools, dependencies, and handoffs, then connect observed friction to underlying conditions.
Develop and examine explanations against evidence. Preserve uncertainty and limitations when the available evidence does not support a firm conclusion.
Recognize where evidence is confirmed, incomplete, contradictory, estimated, or unavailable, and account for those limits in the analysis.
Produce defensible findings and recommendations connected to evidence and the operational conditions under examination.
The curriculum supports those competencies through practical application of the methodology. Training does not guarantee certification. Candidates must demonstrate the competencies in assessment.
02 · Demonstrating competence
The Practitioner assessment uses an established practical case. Candidates demonstrate how they apply OEI in practice. It is not merely a knowledge quiz. An assessor reviews the candidate’s submitted work and evaluates the twelve Practitioner competencies individually, using evidence and rationale. A passing assessment earns Practitioner certification and authorization for the applicable pathway.
Certification is role-specific. A Researcher assessment can qualify a person for the Researcher role only. It does not confer Practitioner certification. Someone trained for both roles must meet each role’s applicable requirements. Candidates can fail, and payment or training alone does not guarantee certification.
The assessor reviews the submitted Practitioner record, including its evidence links, reasoning, revisions, and client-debrief responses, then evaluates the twelve competencies individually. The assessor records evidence and rationale. The environment does not calculate a pass or issue certification automatically.
03 · Payment structure
The 60% payment covers training and assessment and is non-refundable, whether or not the candidate passes. Passing the applicable assessment earns role-specific certification and authorization. Only after passing and gaining both is the remaining 40% payable. That payment confirms the authorization already earned. It is not a separate authorization application or assessment. The Company-Sponsored $6,000 portion covers Practitioner training and assessment for one candidate and Researcher training and assessment for a different candidate. The Independent Consultant $7,200 portion covers both roles for one individual. The OEI Native $9,000 portion covers Practitioner training and assessment. Researcher training is not included in OEI Native.

Paid for training and the certification assessment, whether or not the candidate ultimately passes. This payment is non-refundable.
40%
Only payable after passing and gaining certification and pathway authorization. This payment confirms the authorization already earned. It is not a discretionary approval, a separate application, or another assessment. If the candidate fails, the 40% is not due.
A candidate may attempt assessment twice in total. After a first failure, one retake is available by paying the full 60% training and assessment fee again. This second 60% payment is non-refundable and does not guarantee a pass. No further paid retake is available under that pathway. A candidate who fails both attempts pays the initial 60% and the retake 60% without receiving certification or authorization.
Retake payment totals if a candidate fails twice: Company-Sponsored: $12,000 ($6,000 + $6,000). Independent Consultant: $14,400 ($7,200 + $7,200). OEI Native: $18,000 ($9,000 + $9,000). These amounts are training and assessment payments only. No 40% payment is due if the candidate does not pass.
Company-Sponsored authorization trigger: The $4,000 balance pays for the Practitioner’s certification and authorization. It is due if the Practitioner passes, even if the Researcher fails. In that case, the company has an authorized Practitioner but no qualified Researcher. If the Practitioner does not pass, the $4,000 is not due. The $6,000 training and assessment payment covers one Practitioner process and one separate Researcher process.
Payment does not guarantee a passing result. Passing the assessment earns certification and authorization for the applicable pathway. The remaining 40% confirms that authorization and is payable only after the pass.
40% refund rule: The 40% authorization confirmation payment may be refunded within 10 days after the practitioner pays for certification and authorization, if and only if they rescind authorization and have not yet executed an OEI Diagnosis.
04 · Defined practice scope
The pathways differ in which roles they train for, how those roles are staffed, and what authorization follows. Training, certification, and authorization apply to each role separately.
Organization-sponsored
$10,000 USD
For an organization developing internal OEI capability. The $10,000 pathway covers two different people: one Practitioner training process and assessment, one Researcher training process and assessment, and one Practitioner certification and authorization. Researcher training and assessment provide approval to perform the Researcher role in work with a Practitioner. The Researcher does not receive Practitioner certification or independent engagement authority.
After passing, the Practitioner gains certification and authorization to conduct full OEI engagements and Focused Investigations within the sponsoring organization. The Researcher may perform research functions there and hand off the analysis-ready record to that Practitioner. If the Researcher fails but the Practitioner passes, the $4,000 balance for Practitioner authorization is still due. The company has an authorized Practitioner without an authorized Researcher.
Authorization belongs to each individual and is scoped to the sponsoring organization. Neither role authorizes external client work or Institute representation. Each person retains their own role-specific certification.
Independent client practice
$12,000 USD
For an individual developing an independent OEI consulting practice serving multiple clients. The $12,000 pathway trains one individual for both the Researcher and Practitioner roles. They may perform both functions only after meeting the requirements and holding the relevant role certifications and authorization. They are responsible for acquiring and managing their own clients.
Independent practitioners may identify OEI as the methodology they practice and the OEI Institute as its source. They may not present themselves as Institute employees, agents, or official representatives, or imply that the Institute is responsible for their independent engagements.
The 50% fee cap applies to full OEI engagements only. At the current OEI Native range of $20,000–$45,000+ USD, the corresponding maximum is $10,000–$22,500+ USD. It does not apply to Focused Investigations, for which no separate cap or pricing rule is set here.
Institute delivery
$15,000 USD
For an individual who delivers OEI engagements on behalf of the OEI Institute. This pathway qualifies the Practitioner role and includes additional guidance and the responsibilities associated with Institute representation.
Passing the Practitioner assessment earns certification and authorization to represent the Institute and deliver engagements to Institute clients under its standards and delivery arrangements. Researcher training is not included. The Institute may train or assign Researchers separately. This pathway does not guarantee a client assignment.
OEI Native practitioners are the only practitioners authorized to represent the Institute under the current model.
05 · Authorization changes
They retain their Practitioner certification, but the company-specific authorization ends. The company stops paying renewal for that Practitioner. The now former employee may personally pay the $2,000 upgrade difference for independent authorization, subject to applicable requirements, or pursue the OEI Native pathway for $7,500 or allow authorization to lapse.

The former employee pays the difference to upgrade their existing Practitioner authorization to independent authorization, subject to applicable requirements. This permits independent client practice within the independent scope. The annual renewal changes immediately from $500 to $600.
$7,500 additional
A company-sponsored practitioner may pursue the OEI Native pathway, subject to applicable certification and authorization requirements. This route involves the responsibilities and guidance associated with Institute representation. The annual renewal changes immediately from $500 to $750.
The upgrade amounts account for training and assessment already completed. The stated fees do not remove the applicable certification or authorization requirements.
While the Researcher remains with the sponsoring company, the company pays for either a standalone Practitioner upgrade or a new Company-Sponsored pathway. The employee does not pay for an independent upgrade while still with the company.
If the Researcher leaves before upgrading to Practitioner, they retain their Researcher certification and the company-specific Researcher authorization no longer applies. The $2,000 independent authorization upgrade applies to a person who has first become a Company-Sponsored Practitioner. A former Researcher who has not completed the Practitioner qualification does not yet hold Practitioner authorization to upgrade.
The company may train one additional Researcher for a flat $3,000. This covers one Researcher training process and assessment and does not include additional Practitioner training. Passing provides approval for the Researcher role, working with the company’s already certified and authorized Practitioner. Researchers do not pay annual renewal fees.
06 · Maintaining active authorization
Annual renewal sustains active authorization and supports ongoing alignment with the current OEI methodology through Institute-provided Methodology Updates. The renewal rate is 5% of the applicable pathway price. The first year of renewal is waived after certification.

Company-sponsored renewal is charged per internally employed Practitioner, not per company. The sponsoring company pays while that Practitioner remains on staff. Researcher roles do not have a renewal fee. If the Practitioner leaves, the company is no longer responsible for their renewal, and the company-specific authorization ends. The Practitioner retains certification and may pursue the $2,000 independent authorization upgrade or allow authorization to lapse.
When a practitioner upgrades pathways, the renewal rate changes immediately to 5% of the new pathway price. A company-sponsored practitioner moving to independent authorization changes from $500 to $600 per year. Moving to OEI Native changes the annual rate from $500 to $750.
If the applicable renewal is not paid, active practice authorization ends. The practitioner retains certification as evidence of demonstrated competence, but may no longer claim active authorization or represent themselves as currently authorized by the Institute. OEI Native practitioners also lose permission to represent the Institute. A lapse does not erase certification or prevent someone from applying OEI concepts. It does mean they cannot claim current Institute authorization or representation.
Institute-provided updates support continued alignment with the current methodology. They may include clarifications, revised instruments, or substantive methodology changes when warranted. No fixed number or release schedule is promised.
07 · The institutional distinction
Records that the candidate demonstrated the required competencies in assessment. Passing earns certification for the applicable role.
Passing also earns authorization for the applicable pathway. It defines where and in what capacity the practitioner may apply OEI. The remaining 40% payment confirms the authorization already earned and is due only after the pass.
Certification alone does not grant permission to represent the OEI Institute. Under the current model, only OEI Native practitioners may represent the Institute. Company-sponsored and independent practitioners operate within their own defined scopes.
08 · Confirm current status
Clients and other interested parties may contact the OEI Institute to request confirmation of an individual’s certification and current authorization, including its applicable scope. The Institute will provide confirmation by email within 48 hours or less.
